About
Any ECUD member can join the energy community and buy the electricity that other participating members generate with their solar panels or wind turbines. You do not need your own installation to take part. The electricity is shared at a fair price that is lower than the regular electricity tariff. This keeps both the electricity and the money within our community. ECUD covers all administrative costs associated with operating the energy community.
Note: To join the energy community, you must hold shares in the cooperative. ECUD members will receive a password to register.

Participation in the energy community is reserved for ECUD members. One share in ECUD costs 100 Euro.
How does an energy community work?
The principle is simple: locally generated renewable electricity is shared between participating members while existing electricity supply contracts remain unchanged.

Share electricity
Members of an energy community share the electricity they generate with one another.

Allocate surplus
Whenever a member produces more electricity than they consume, the surplus is allocated to other members.

Pay the community
Those members pay an agreed price to the community instead of the full retail price charged by their electricity supplier.

Automatic billing
The allocation and billing are carried out automatically using smart meter data. Existing electricity supply contracts remain unchanged.
Luxembourg currently offers two types of energy communities that are relevant for ECUD:
CEL
1. Local Energy Community
Members located within a radius of 300 metres and connected to the same section of the distribution grid can share renewable electricity locally.

In short: The CEL offers the lowest cost but requires members to live close to one another. The CER is open to all ECUD members throughout Luxembourg, with normal grid charges applying to consumers.
How CEL and CER work together ?
You can participate in a CEL, a CER, or both at the same time. If you participate in both, locally generated electricity is used in a clear order of priority:
First, you use your own electricity. Any surplus is then shared locally through the CEL, provided that participating members nearby can use it. Only the electricity that remains after local sharing is made available to members throughout Luxembourg via the CER.
This means that electricity is used as locally as possible before being shared over a wider area.
No local community nearby? You can still participate in the CER or ask your neighbors to participate in our community.
Why is this organised through ECUD
The technical administration is handled by WattSwap, while ownership and governance of the energy community remain entirely with the cooperative and its members.
- ECUD remains in control. The energy community is registered under ECUD.
- Members set the framework. ECUD chooses the service provider and sets tariffs and participation rules.
- WattSwap handles administration. Registration, billing and participant administration are outsourced.
- No platform fee for members. ECUD pays all platform costs.

Energy ID
Your Energy ID is your personal energy identifier in Luxembourg. It is issued free of charge by Leneda, the national energy data platform, and it identifies you in every energy-related process.
Because sharing electricity means your metering data has to be allocated correctly between members, you need an Energy ID to join the ECUD energy community. It is created once and stays the same over time.

Go to app.leneda.lu and choose “Apply for access”.

Identify yourself. LuxTrust is the quickest way. Otherwise you need an identity document and a device with a camera.

Confirm your details. State whether you are registering for yourself or for a company, then check your personal data and contact details.

Receive your Energy ID by email once verification is complete. It begins with “LUXE-” and does not change over time.

Create a Leneda account (recommended) to follow consumption and production and manage access to your data.
